Job Summary:

The Regional SI Manager will provide strategic oversight and technical leadership in the planning, implementation, and coordination of program monitoring activities across a range of HIV/AIDS and related health programs in the region. This includes key programs such as HIV care and treatment (CTC), PMTCT, HTS, PICT, EID, TB/HIV integration, Prevention, APSS, and cervical cancer prevention, among others.

The SI Manager will ensure robust, timely, and accurate data management systems across both site-level and community-level interventions, driving high-quality data collection, analysis, and reporting within the assigned region. This role will oversee the development and integration of electronic and paper-based data systems, while also producing actionable data summaries that inform program performance and strategic decision-making. Key responsibilities include leading the capacity-building efforts for the CHMT person in charge of data i.e. District Strategic Information Officers (DSIOs), HMIS focal person and facility staff, ensuring data quality assurance, real-time data collection, and seamless reporting into national and donor platforms such as DHIS2, CTC2, and PEPFAR DATIM. H/She will also play a critical role in collaborating with the Ministry of Health, specifically the National AIDS, STIs and Hepatitis Control Programme (NASHCoP), as well as other key stakeholders to advance the use of data for program improvement and public health evaluation.

This leadership role is pivotal in ensuring that data-driven insights shape program strategies, enhance accountability, facilitate transfer of skills to the local government authorities and drive impactful health outcomes at the regional level.




Key Responsibilities:

1. Program, Monitoring, and Reporting

·Lead and support accurate, timely, and appropriate reporting of project activities and results to the central program management team.

·Design, implement, and maintain SI systems to collect, manage, analyze, and disseminate data in alignment with project objectives.

·Support the development and timely submission of monthly, quarterly, semi-annual (SAPR), annual (APR), and other ad hoc reports for internal use, MoH, NASHCoP, and donors (e.g., CDC/PEPFAR).

·Support regular updates of the MEL plan and performance monitoring plan (PMP) in line with donor and government requirements.

·Ensure project MEL systems are aligned with national policies, guidelines, and donor frameworks.



2. Data Management and Quality Assurance

·Lead the design, update, and maintenance of central and regional databases for all program areas, including HIV testing services (HTS), care and treatment (CTC), PMTCT, TB/HIV, EID, cervical cancer screening, and community services.

·Oversee real-time data collection, entry, cleaning, verification, and timely reporting into national systems (e.g., DHIS2, CTC2) and PEPFAR reporting platforms (e.g., DATIM).

·Facilitate generation of data queries and ensure systematic data cleaning and validation processes.

·Conduct routine data quality assessments (DQAs) and joint supportive supervision with CHMTs/RHMTs to strengthen data accuracy and completeness.

·Compare electronic entries with paper-based source documents to verify and rectify discrepancies.


3. Capacity Building and Supervision

·Provide technical assistance and mentorship to DSIOs, outreach workers, and facility-level staff in data collection, entry, reporting, and SI practices.

·Train new staff on SI tools and procedures, including the use of registers, referral forms, databases, and reporting tools.

·Build and maintain a cohesive and motivated MEL team at regional and district levels.

·Lead annual performance reviews, set goals, and support professional development for supervisees.


4. Data Use and Performance Improvement

·Ensure data summaries are available in user-friendly formats and disseminated regularly to inform program monitoring and decision-making. (Weekly)

·Lead monthly and quarterly analysis of project performance and recommend appropriate actions in collaboration with technical teams.

·Support districts and regions in using quality routine data to review and improve community and facility-level HIV program performance.

·Participate in quality assurance and improvement initiatives, including standard setting and performance monitoring.


5. Coordination and Collaboration

·Coordinate SI efforts with CHMTs, RHMTs, NASHCoP, and regional partners to ensure timely and accurate reporting and harmonization of data systems.

·Serve as a regional resource in evaluating ongoing HIV/AIDS programs and providing feedback to facilities, districts, and national stakeholders.

·Strengthen collaborative partnerships with government agencies, donors, and implementing partners to ensure functional and harmonized MEL systems.


6. Documentation and Dissemination

·Lead documentation of program results, best practices, success stories, and lessons learned.

·Maintain data security and confidentiality of patient-level and program information at all times.
